KPK: Nearly 61 Percent of Corruptors Are Political Actors
Pojok Pos. The Corruption Eradication Commission (KPK) will hold the 2018 National Corruption Eradication Conference (KNPK) in Jakarta on December 4, 2018. Unlike the previous similar activities, in the 13th KNPK, the KPK placed political parties as the main concern with the theme 'Realizing an Integrity System Political Parties in Indonesia '.
"This is the first KNPK after being held 12 times before which put Political Parties as the main concern," said KPK spokesman Febri Diansyah via a short message on Friday (11/23).
Febri explained the reasons for the KPK to make political parties a major concern in this year's KNPK. As explained, since its establishment, the KPK has ensnared 891 corruptors. Of these, 61.17 percent of which or 545 corruptors handled by the KPK came from political elements.
"If read from the KPK case handling data, to date around 61.17% of perpetrators have been processed in cases of corruption with political dimensions," he said.
Febri revealed that 545 political actors snared by the KPK consisted of 69 members of the DPR-RI, 149 members of the DPRD, 104 Regional Heads. In addition there were 223 other parties involved in the case.
"The parties involved here are those who jointly commit corruption or in the same case where political actors are entangled in corruption," he explained.
The KPK deplores the many political actors who have been caught in corruption. Corruption in the political sector is one of the factors that has made Indonesia's Corruption Perception Index (CPI) stagnant. For this reason, the KPK hopes that no more politicians will commit corruption.
"The Indonesian CPI data for 2017 released by Transparency International (TI) in 2017 also showed a stagnation of Indonesia's GPA at 37 points, one of which was due to a decrease in the PERC (Political and Economic Risk Consultancy) index to 3 points," he said.
Moreover, next year a Legislative Election (Pileg) and Presidential Election (Pilpres) are held. The political moment put political parties in a strategic position.
"In addition to the fact that political parties are the only bearers of the presidential and vice-presidential candidate pairs, the candidates who will fill the seats of the DPR and DPRD also come from political parties," he said.
With the current electoral system, 16 political parties that will take part in political contestation in 2019 are considered to have an important role in producing people's representatives as well as qualified and integrity presidents and presidents who will lead Indonesia for the next five years. For this reason, in addition to appeals to state officials not to commit corruption, the development of the Political Party Integrity System (SIPP) has become an important misappropriation.
"Therefore, based on the results of the KPK's study with LIPI, the KPK recommends that a Political Party Integrity System be established which is a set of policies built by political parties to produce candidates with integrity and minimize the risk of political corruption and abuse of power," he explained.
Based on studies related to political parties, the KPK identified four main issues that led to a lack of integrity of political parties. These four issues, namely there are no political and political ethical standards, unstandardized recruitment systems, tiered and not institutionalized cadre system.
"Fourth, the small amount of political party funding from the government," he explained.
It was said, the KPK had met and discussed the SIPP issue with representatives of 16 political parties in the KPK Building on Thursday (22/11). As a follow up to the meeting and discussion yesterday, the KPK invited all party chairpersons to attend the 13th KNPK and discuss efforts to eradicate corruption, especially in the political sector.
"The presence of political party leadership elements and a full commitment to make improvements in it is very necessary to strengthen efforts to eradicate corruption in Indonesia," he said.
